Nothing is more deterring to a terrorist than a trained security or law enforcement professional who asks the right questions at the right time. Terrorists try to avoid exposure at any cost prior to the execution of an attack. Having the ability to intercept a terrorist in the plenary stages of his act will undoubtedly make him rethink his method of operation and even the selection of his target. Terrorist threat mitigation is therefore heavily dependent on honing one’s detection and questioning skills through training.
We have to consider security training as a primary element in the design of an effective security system; without training, a security system becomes predictable, ineffective and consequently vulnerable and obsolete. In this respect, technology is always applied to support security and law enforcement personnel – and not the other way around.
General Douglas Macarthur said once: “There is no security in this life. There is only opportunity”.
The most effective security system is the one that trains its people to look for the opportunity to catch and hunt down the terrorists and not wait for the terrorist to be intercepted.

Countering terrorism boils down to basic pro-active policing which includes spotting potential HUMINT infiltration agents, having capable Handlers utilising these individuals, gathering reliable evidence, meticuously building up cases that will eventually go to court whilst always protecting the identity of ones sources;replacing the need of them testifying by presenting other evidence eg tape recordings video material electronic monititoring etc to obtain convictions eventually; a strategy that requires dedication, patience discipline perseverance commitment courage and absolute professional inputs by many . Sophistication has to be met with sophistication;regardless of the huge demands made in addressing the scourge of terrorism, a vicious , unpredictable and murderous modus operandi of plain killers .Nothing more, nothing less. Only policing practices can deter terror; no military options can achieve success; regardless of the manpower and means available. Military must be involved in conventional tasks, never in policing tasks;this is the current problem in Iraq and surrounding areas where terrorists are based.Please comment. Thank you.
